
RACHEL BROOKS
Former Director of Research and Evaluation
Rachel is a social innovation leader with over 20 years of experience across the non-profit, technology, and social enterprise sectors, both in the U.S. and internationally. Her career began in marketing and communications at Adobe Systems, followed by roles at Microsoft and LizardTech. She spent six years in Southern and Eastern Africa working in microfinance and co-founded Echo Mobile, a pioneering platform for mobile engagement across Sub-Saharan Africa.
During her time at The Prosperity Agenda, Rachel served as Co-Managing Director and, most recently, as Director of Research and Evaluation, where she led initiatives to understand and strengthen the systems and partnerships that drive the impact of our work. She played a key role in shaping our learning agenda, and her thought leadership significantly influenced our approach to participant-centered design and evaluation. In times of transition, Rachel stepped in as Interim Executive Director, providing steady leadership and vision that helped sustain our mission and team.
Although now retired, Rachel’s contributions continue to shape the work and values of our organization. Her dedication to honoring the experiences of families navigating poverty and her commitment to building more equitable systems remain a lasting legacy.
Originally from the San Francisco Bay Area, Rachel now resides on San Juan Island, WA, with her partner and three children. She holds a Bachelor of Arts in History and a Master of Public Administration, both from the University of Washington.
